Job Description

The National Library gives people in Norway access to our common knowledge and cultural history. By preserving, digitizing and disseminating everything that has been published for the public, the National Library is the most important source of knowledge about Norway and Norwegian affairs. This access to cultural heritage provides a unique basis for experience, knowledge and research. Access is essential for democracy and an enlightened public discourse, and it is a basis for identity and understanding of history.
The National Library also has a central role in helping to develop and implement the national library policy and in operating and further developing library services for individuals and libraries. The National Library's tasks in the library area are gathered in the new department Library Services, which consists of four sections and over 70 competent employees. We are now seeking a section manager for the Section for Communication and Library Policy.
As head of this section, you will lead 13 employees who work closely on various aspects of the development and implementation of library policy, including through work with statistics and surveys, common digital solutions and infrastructure for the library sector, making knowledge and competence-raising measures available, management of development funds, follow-up of international projects, legal issues, communication, as well as coordination and dialogue with large parts of the sector.
You will have an important role in the work of further developing the department and section and the way we solve our tasks. The position reports to the department director and is part of the department's management team.
Tasks
In this position, you will be responsible for, among other things:
-       actively contributing to the strategic and concrete development of the department and the National Library's tasks within the section's and department's area of responsibility
-        prioritizing and managing the section's resources so that tasks are carried out professionally and efficiently
-       facilitate employee development, promote an inclusive working environment and lead your employees with a good mood and a confident leadership style
-       manage funds for projects and infrastructure in the library sector
-       initiate and participate in interdisciplinary collaborations across the National Library's departments and sections
-       prepare a good knowledge base for service and policy development
-       represent the section internally and to external stakeholders, as well as facilitate good dialogue and good cooperation with other stakeholders in the library sector
-       further develop and ensure good structures for the department's communication work.
QualificationsTo be successful, we are looking for you who have experience and expertise in the following areas:
-       Education from a university or college, preferably at master's level; relevant work experience can compensate for lack of formal education
-       Management experience, preferably from the public sector, and experience with personnel management
-        Solid overview of and knowledge of the library sector, library policy and a good understanding of the sector's framework and challenges
-       Experience from several different parts of the library sector, preferably also public-oriented work
-       Experience with change processes, digitalization and service/process development Personal qualities

We offer
Permanent position as department manager in position code 800,000.- to NOK 950,000.- per year depending on qualifications, education and experience. Higher salary can be discussed with particularly qualified applicants
Possibility for training during working hours
Flexible working hours - possibility of summer/winter time
