Job Description

Advisor/Project Manager for the introduction of a new electronic patient record system
Porsgrunn Municipality will introduce a new common electronic patient record system (EPR) Aidn for the entire service area Health and Coping in 2027. We are now looking for a skilled and committed advisor/project manager who will have a key role in this work and with the possibility of further responsibility as a system manager after the project period.
As an advisor/project manager, you will lead a complex and strategically important change effort from start to finish. You will be responsible for ensuring a comprehensive and successful introduction of a system that will contribute to increased quality, efficiency and patient safety in our services, as well as improving the workflow for our employees.
You will work closely with the professional communities in Health and Coping, managers, IT department, suppliers and other resource persons, and be an important driver for good progress, anchoring and benefit realization. The position provides a unique opportunity to influence the development of digitalization in health – both in Porsgrunn and in collaboration with the municipalities in Telemark and Vestfold (DigiTV).
The position is organized in the municipal manager's staff for Health and coping. Your immediate supervisor is the staff manager, and you will be part of a professional environment with many skilled colleagues.
Tasks
Lead the project for the implementation of a new EPR in accordance with the agreed mandate, project description and project plan
Develop, anchor and follow up on the project plan, including progress, resource management and budget
Lead the project team and ensure good dialogue and involvement of all stakeholders
Plan and manage system setup, data migration and necessary integrations in collaboration with IT and the supplier
Be responsible for follow-up and collaboration with the other municipalities in Telemark and Vestfold (DigiTV)
Map competence needs and prepare a comprehensive plan for employee training
Follow up on the contract and collaboration with the supplier
Ensure ongoing reporting to the steering group and municipal manager
Have the role of system manager for the EPR after implementation, including coordination of changes, further development and stable operation
The position may be assigned other tasks within the staff's area of responsibility as needed
Qualifications
We are looking for you who have:
Minimum 3 years of relevant health education from a college/university
Education and/or documented relevant experience in project management, system administration or digitalization
Good digital competence and system understanding
Good organizational and communication understanding
Good written and oral presentation skills in Norwegian
It is an advantage if you have:
Experience from digitalization projects or other relevant projects
Experience with change work and implementation of IT systems
Knowledge of legislation related to patient records, privacy and information security
Personal qualities
You are structured, holistic and have good execution skills
You build good relationships and communicate clearly with both disciplines and management
You thrive at the intersection of disciplines, technology and organization
You are solution-oriented and thrive working in a team and independently to achieve common goals
