Job Description
The Urban Environment Agency is an agency in the municipality of Oslo with approximately 1,000 employees who are responsible for the management, operation, maintenance and development of municipal urban spaces in Oslo. The urban spaces include common areas such as roads, streets, squares, meeting places, parks and open spaces, municipal sports and outdoor facilities and municipally owned areas in Marka and the inner Oslofjord.

The Legal Department of the Urban Environment Agency consists of two sections and has a total of 22 employees. The Legal Aid Section is tasked with assisting, guiding and handling legal issues on behalf of the agency's many specialist departments. The section's 11 lawyers are divided into specialist teams that are responsible for maintaining and updating expertise in areas such as administrative law, contract law, property law and real estate law, tort law, outdoor recreation and environmental law, road and road traffic, and planning and building law. The Application and Complaints Processing Section handles complaints about fees and applications for parking permits for people with mobility disabilities, prepares cases for the municipal complaints board and assists the lawyers with case preparation in fee cases that will be prosecuted in the district court. The section is also responsible for managing grants.
Job Responsibilities
Overall professional, budget and performance responsibility for, and personnel responsibility for, managers in the Legal Department
Identify overall issues and development needs and ensure good and feasible solutions in line with the agency's mission
Assist the Municipal Attorney in Oslo in cases that are processed before the courts within the Urban Environment Agency's area of responsibility
Prepare, implement and lead the work with legal processes in the department's areas of expertise
### Qualifications
Law degree / Master of Laws with good professional results
Broad experience from both public and private law issues
### Experience from handling legal processes
Minimum 5 years of management experience
Very good oral and written presentation skills in Norwegian
College/University - Master's degree / Law degree
