About us

Indre Østfold municipality is a merged municipality from 1 January 2020 of the municipalities Askim, Eidsberg, Hobøl, Spydeberg and Trøgstad. The municipality currently consists of six municipal areas led by the municipal director and the municipal director's management team. We have strong specialised environments with skilled and motivated employees with offices in the former municipal buildings. The municipal director, the municipal director's management team and parts of the administration are based at the town hall in Askim town centre, where the municipal lawyer will also be based.


About the position

We are looking for a skilled and committed lawyer to be our municipal lawyer. You will help to develop and strengthen the legal professional environment in the municipality, and you will be responsible for a team consisting of lawyers with broad legal expertise. The team will deliver within several different fields of law, including administrative law, municipal law, procurement law, contract/construction law, property law, tort law, health law, child law and more.

Key tasks in the position include counselling, internal training, participation in interdisciplinary cooperation, as well as assessing procedural risks in disputes and the scope of the regulations. You will work closely with the municipal director and her management team, and provide support to managers throughout the organisation. The position will be centrally located in the organisation and reports directly to the CEO.

We are looking for someone who has an understanding of the municipality's responsibilities and tasks, and who can assist and represent the municipality in a confidence-building way both internally and externally.

Indre Østfold Municipality is growing, and in order to adapt the organisation to the challenges we face in the short and long term, the organisation is undergoing restructuring.


Work tasks

The municipal lawyer will be responsible for

ensuring that the municipality's need for legal expertise is met
contributing good legal advice and investigation to the municipality's organisations and taking cases to court if necessary
contributing to competence development for managers and key personnel
the municipal lawyer's employees

You will also have principal responsibility for lawyers who are to be qualified to receive a lawyer's licence.


Expertise and experience

You must have

a law degree or master's degree in jurisprudence
a lawyer's licence
experience within relevant areas of law
very good Norwegian written and oral communication skills
solid experience of legal practice, including litigation
good understanding of the public sector and experience in one or more of the aforementioned areas of law

It is desirable that you have

management experience
experience from or with the municipal sector
good knowledge and understanding of political decision-making processes and the interaction between politics and administration
