About the EM-hospital
The EM-hospital is a municipal housing and follow-up offer for unaccompanied minor refugees. The measure is staffed around the clock and focuses on safety, structure, relationship work and cooperation with other municipal services and external agencies.
 
Job duties
Daily management and operation of the EM-hospital measure
Personnel responsibility, including follow-up, guidance and rotations
Professional responsibility for environmental therapeutic work and follow-up of youth
Collaboration with business managers, the refugee service and other relevant agencies
Contribute to development, quality assurance and compliance with applicable routines and legislation
Handling demanding situations and responsibility for safety in the measure
 
Qualifications
Relevant higher education (e.g. child welfare, social work, protective care, pedagogy or equivalent)
Leadership experience and/or experience from working with children and young people in vulnerable life situations
Good written and oral presentation skills in Norwegian
Documented knowledge of Norwegian at minimum level B2
Nynorsk is the administrative and written language in Ullensvang municipality
Class B certificate
Experience with rotations, staffing and HSE is an advantage

Cancellation of education debt/student loans:
Ullensvang municipality is covered by the scheme.
Anyone living in one of the 189 municipalities at Statistics Norway's centrality levels 5 and 6 can have NOK 25,000 of their education debt forgiven per year from January 2026. You must be resident in one of these municipalities and be employed for at least one year. You will have your education debt forgiven every year until the debt is repaid. The measure applies to all types of education debt, regardless of when it was incurred. A person living in one of these municipalities from 1 January 2025, or moving there at any time after this date, will be eligible to have their debt forgiven after a one-year grace period.

To make exceptions, the municipality must have a basis in law and assess specifically in each case what the reason for the exception is.
According to Section 25 of the Public Information Act, the following requirements are set for exemptions:
"However, exemptions may be made from access to information about an applicant if the person concerned requests it. When assessing whether such a request should be complied with, emphasis shall be placed on whether there is a particular public interest in the position. The announcement shall draw attention to the fact that information about the applicant may be made public even if the applicant has requested not to be included on the applicant list. If the request is not complied with, the applicant shall be notified of this.
